MOPAN 3.0 Institutional Assessment Report:

The Multilateral Organisation Performance Assessment Network (MOPAN) is a network of 18 donor countries with a common interest in assessing the effectiveness of multilateral organisations. MOPAN generates, collects, analyses and presents relevant information on the organisational and development effectiveness of multilateral organisations via structured assessments of multilateral organisations.

SDF\'s Executive Director Dr Dorothy Lucks was engaged in 2016 to conduct an organisational assessment of UN-Habitat during the second round of MOPAN assessments (MOPAN 3.0). UN-Habitat is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all.

The assessment process addressed the organisational systems, practices and behaviours, as well as results achieved during the relevant Strategic Plan period (2014-16). The assessment process comprises a document review, survey, key stakeholder interviews. These inform assessment of performance against 12 Key Performance Indicators relating to management and results. Findings were compiled in an assessment of performance report. Dr Lucks has also been engaged in 2017-18 for the MOPAN 3.0 assessment of the Global Partnership for Education.
